Secondary vocational education shoulders the mission to prepare hundreds of millions quality workers and technicians, which are the foundation for China’s socioeconomic development and human resource strength. At present, the overall quality of secondary vocational education and skill training is not very high; professional systems cannot match with industrial and occupational status; curriculum cannot meet technology standards; teaching materials are not developed from the actual business; classroom teaching is not in line with the actual market. The only way to turn the tide is to encourage industries and enterprises deeply involve in the reform of secondary vocational education in order to truly promote the reform and development. Up to now, a total of 662 secondary vocational schools in two groups have been approved to construct model school projects. More and more companies respond to the call of "building national models of secondary vocational education institute through reform and development."
"Building national model secondary vocational education institute through reform and development" needs deep cooperation between enterprises and institutions, including education and teaching content reform, school-enterprise cooperation and innovation, personnel training model innovation, faculty development, and construction of field training bases. Taking Ruijie Network University Vocational School as an example, the overall solution will take serving the "local economic development" as a starting point with the introduction of the four-in-one training system of "technology – decency - skills – field experience" to help schools develop IT curriculum based on work process and establish vocational and technical core courses. The development will take the industry as a background and project as a carrier, combined with quality courses and training based on work process as well as interactive professionalism courses integrating "demonstration, training, evaluation, and enhancement".
Meanwhile, in view of the faculty feature of engineer teachers in vocational education, Ruijie Network University also pays special attention to training teachers of partner schools. Schools will work with enterprises to develop quality curriculum, co-organize researches, and provide teachers with research and project development environment. So far, Ruijie Network University has helped Ningbo University, Panyu Polytechnic, Liaoning College of Communications, Beijing Finance Academy and other universities and vocational colleges in professional course reform and demonstration project development.
The overall launch of the national project of building models of secondary vocational education institute through reform and development marks the implementation of the “government leading, industry guiding, and enterprise participating” vocational education policy. Vocational education cannot develop without enterprise involvement, and enterprises cannot grow without the development of vocational education.
